We’re looking for an enthusiastic ABC Quality Monitor for Richland County (position located in Richland County but must be able to travel to Newberry and Aiken counties) who reviews, evaluates, and develops performance reports for a caseload of Child Care programs of varied types. Utilizes multiple data systems to manage their caseload, conduct assessments, and communicate with programs or early childhood partners. Maintains reliability to ensure consistency in the implementation of ABC Quality policies, procedures, protocol, and standard assessments. Provides technical assistance and training to Child Care programs to ensure their understanding and to promote continuous quality improvement. Participates and supports special projects that align to the ABC Quality mission and to ensure the effective and efficient service delivery to Child Care programs.

The ABC Quality Monitor manages and plans reviews for a caseload of Child Care programs of varied types. Conducts program reviews of Child Care providers as assigned to ensure compliance with all applicable eligibility requirement and standards. These reviews include program observations, interviews, and document reviews, which are entered into multiple data systems. Prepares reports to provide feedback and recommendations to Child Care programs based on program reviews. Serves as trouble-shooter for complex service problems and resolution of concerns.

Participates in and supports special projects and pilot studies as assigned to enhance the statewide service delivery for Child Care programs.

Provides technical assistance, training and consultation for Child Care programs to support their understanding of policies, program requirements, and quality assessment standards. Develops resolutions to identified problems and/or needs. Coordinates with state agencies, regional and/or local entities to provide needed client services and to maintain effective agency relationships.

Field tests existing program assessments, monitoring tools and software and recommends improvements based on results and efficiency.

Provides feedback and recommendations to anchors and program managers on priorities, goals and objectives for the program review process of total Child Care system, to include procedures, standards, philosophies, definitions and criteria for all Child Care providers.

Performs Red Cross shelter duty or other emergency shelter duty or services as directed.

Minimum And Additional Requirements

A Bachelor’s Degree and three (3) years of professional experience in social services programs, correctional, education, business administration, general administrative management, or relevant program experience.

A Master’s Degree and two (2) year of professional experience in social services programs, correctional, education, business administration, general administrative management, or relevant program experience.

Knowledge of and ability to interpret, clarify and apply laws, regulations, policies, standards and procedures regarding Early Care and Education. Knowledge of of the South Carolina systems and agencies which support young children and families. Skilled in the use of Microsoft applications and ability to learn new software quickly. Strong communication skills, to include developing and delivering trainings and/or presentations. Ability to exercise judgment and discretion. Ability to establish and maintain effective working relationships.

Must possess a valid driver’s license. Requires laptop and/or tablet PC use with program specific software, on-site monitoring, stooping and climbing. Adheres to Agency policies regarding confidentiality and protection of sensitive information. Requires schedule coordination, regular telephone use, in and out-of-state travel (including air and/or solitary). Overtime may be necessary. Position located in Richland County but must be able to travel to Newberry and Aiken counties.
