Overview

The Massachusetts Department of Public Health (DPH) is seeking a dynamic and self-motivated individual to serve as an Account Analyst for the Bureau of Community Health and Prevention (BCHAP), Administrative and Finance Unit. Under the direction of the Director of Administration and Finance, the Account Analyst will provide accounting and financial expertise for state appropriations, federal grants, and other appropriation types in BCHAP, and will partner with program staff to ensure compliance and on-time financial reporting for a range of cross bureau and cross department projects completed in BCHAP. The incumbent will ensure accurate and timely completion of grant application materials and annual reports utilizing the Massachusetts Management Accounting and Reporting System (MMARS) and the information warehouse.

The Account Analyst will contribute to the development and implementation of a strategic vision to build racial equity into all components of A&F processes with a focus on health and social disparities to ensure the Bureau’s work, policies and programs are inclusive and equitable for all.

Duties and Responsibilities (these are a general summary and not all inclusive):

  • Coordinates operation and fiscal issues for federal cooperative agreements, grants and state appropriations.
  • Provides guidance to program staff and acts as an intermediary between BCHAP program staff and other Bureau fiscal staff.
  • Facilitates site visits, participates in proposal reviews, maintains records, prepares reports, and attends recipient planning meetings.
  • Provides oversight of state, trust, federal, and ISA accounts.
  • Reviews grant budget narratives and prepares fiscal grant application component.
  • Assesses encumbrances and payments to ensure expenses are allocable, allowable and appropriate.
  • Reconciles federal grants with the Grant Accounting Department and program staff to prepare FFRs.
  • Prepares spending plans for state and federal appropriations.
  • Collaborates with program staff and other fiscal managers in BCHAP.
  • Provides budgetary technical assistance and training to contracted vendors as needed to ensure the accomplishment of goals and objectives.
  • Reconciles personnel expenses to ensure staff are hitting appropriate funding source.
  • Prepares personnel and expense journal entries as required.

Required Qualifications:

  • Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned activities.
  • Capacity to analyze and determine the applicability of data and draw conclusions and make appropriate recommendations.
  • Skilled in gathering information through questioning individuals and by examining records and documents.
  • Talent for determining the proper format and procedure for assembling items of information.
  • Ability to write concisely, to express thoughts clearly and to develop ideas in logical sequence.
  • Demonstrated experience in coordinating the efforts of others in accomplishing assigned work objectives.

Preferred Qualifications:

  • Master’s degree or higher in business administration or business management.
  • Working knowledge of the Massachusetts Management Accounting and Reporting System (MMARS).
  • Excellent interpersonal, written and verbal communication skills.
  • Strong team participation skills.
  • Skilled in coordinating numerous projects simultaneously to successful completion.
  • Proficiency utilizing Microsoft Office applications including Access and Excel.

Substitutions:

I. A Bachelor’s degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of two years of the required experience.*

II. A Graduate degree with a major in business administration, budget management, public administration, industrial engineering or industrial management may be substituted for a maximum of three years of the required experience.*

III. A Bachelor’s degree or higher degree with a major other than in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of one year of the required experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will be permitted for a maximum of three years of the required experience.
