Background Check
The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI
fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where
the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation,
the criminal background checks of individuals who have not resided in the United States or its territories for the preceding
5-years may not be considered complete. The Inspection Service may be able to process inquiries for U.S. Citizens only,
but only if their time spent out of the country was spent as: a trailing spouse or dependent of someone working for the U.S.
government (military or civilian), a missionary, a student attending school in a foreign country, a Peace Corps participant, or
as an employee of a U.S.-based employer/company. If the Inspection Service is unable to perform a complete background
check because of residency outside the United States, such individuals will be ineligible for Postal employment.
Functional Purpose
Conducts security controls assessments for new and existing systems and networks, evaluates, and supports the
documentation, validation, and accreditation processes necessary to assure that systems and applications meet the
organization’s information assurance and security requirements.
DUTIES AND RESPONSIBILITIES
1. Conducts security authorization reviews and assurance, develops case developments for initial installation of software
applications, systems, and networks and develops recommendations of preliminary or residual security risks for system
operations.
2. Monitors and evaluates system’s compliance, assess continuous monitoring results to confirm that the level of risk is within
acceptable limits for the software application, network, or system.
3. Performs validation steps, comparing actual results with expected results and analyze the differences to identify impacts
and risks to systems and/or software applications.
4. Plans and conducts security authorization reviews and assurance case development for initial installation of software
applications, systems, and networks.
5. Verifies application software/network/system and security postures are implemented as stated, documents deviations, and
recommend required actions to correct deviations.
6. Validates the security assurance accreditation process for system solutions associated and evaluates the operational
impacts.
7. Develops reports, summaries and presentations to present results of data analysis and generate data-driven insights to
inform organization strategies and decisions.
8. Researches and assesses the impacts on system modifications, technological advances, and malicious code, reviews
system’s security documentation in order to identify potential security weaknesses.
9. Participates in assessment of system safeguards and program elements and in certification and accreditation of the
system.
10.Provides guidance, direction or advice to employees within or outside the organizational unit, may oversee or coordinate
the activities of professionals, technical or clerical employees, including contractors.

1. Knowledge of industry methods for evaluating, implementing, and disseminating security assessment, monitoring,
detection and remediation tools and procedures utilizing standards-based concepts and capabilities.
2. Knowledge of laws, regulations, and policies relating to computer and information security.
3. Ability to analyze data and/or system metrics, summarize results, and make recommendations consistent with business
strategy and requirements.
4. Ability to manage projects including setting objectives, developing and implementing plans, and monitoring progress.
5. Ability to research and analysis network and information systems using security principles and best practices.
6. Ability to communicate effectively, both orally and in writing sufficient to prepare correspondence, reports, presentations
and other documentation.
SPECIAL CONDITIONS:
Willingness to submit to a Tier 2 or Moderate Background Investigation (MBI). This investigation requires, among other
things, completion of a questionnaire and fingerprinting for a criminal records check. The investigation may require a drug
test. The successful applicant will be required to meet and maintain the requirements of this level of background investigation
while holding this position.
Employees selected for this position must attend up to 12 weeks of training at the CISO Academy and sign a two-year
continued service agreement. Successful completion of the training course and the two-year continued service agreement
are basic conditions of the employee appointment.
