The Office of the State Inspector General (OSIG) is seeking a qualified individual to fill the position of Business Manager. This position has overall responsibility for directing and managing all aspects of the agency’s administrative/business management and fiscal operations including (but not limited to): DOA fiscal services liaison; payroll liaison with the DOA Payroll Support Bureau; Small Purchase and Travel Charge Card Program administration; human resource functions to assist DHRM; DGS liaison for parking, fleet management, procurement and contract administration; and fiscal impact statement completion as necessary for use internally and by the DPB/General Assembly, etc. The position is also responsible for budget planning and monitoring. Evaluates financial and administrative/business management activities to ensure compliance with appropriate requirements, including ARMICS. Ensures that all financial reporting is timely, accurate and reliable for entities both internal and external to the agency. Ensures the agency is in compliance with all procurement, safety, accounting and financial reporting guidelines. Assists in the development and application of internal agency policies and procedures as needed as they relate to functions with administration, fiscal, and agency operations. This position is a designated position (an employee designated for disaster recovery is an employee in a position whose responsibilities are necessary to recover a critical OSIG function in the event of a disaster).

Minimum Qualifications
Extensive knowledge of, and ability to direct activities regarding, administrative/business management and fiscal practices, policies, and procedures. Demonstrated knowledge of Commonwealth of Virginia systems such as CARDINAL, eVA, CIPPS, FAACS, and PMIS. Ability to ensure accuracy and deadline achievement, appropriate analysis of data and situations, and sound advice and recommendations to the Deputy Inspector General and other members of management. Knowledge of automated software and database entry. Demonstrated ability to communicate effectively, both orally and in writing, and to consult with others on matters related to administrative/business management and fiscal activities. Skilled in providing excellent customer service to both internal and external customers of the agency. Ability to think strategically and anticipate agency needs for the future. Ability to stay current with state and federal regulations, updates, changes, etc., and to notify agency personnel of any necessary changes as they may relate to them and/or their duties. Exceptional organizational, analytical, supervisory, managerial and communication skills. High school graduate or equivalent

Preferred Qualifications
Prefer graduation from an accredited college or university with major course work in Business or related field or extensive work experience in the field of accounting/business for the Commonwealth of Virginia. Virginia Contracting Associate or Virginia Contracting Officer Certification preferred.
