Reports To: Director of Transportation

Job Summary: * Develops, coordinates, and reports on risk management for employees. Administers internal quality control functions for the Operations Department. Assists the Transportation Department in the investigation of complaints when involving Safety. Assists the Training/Safety Manager with accident/incident investigations and safety-related duties. Produces all Risk/Safety reports, files, and other data to monitor and maintain compliance.

  • Conduct assessments to define and analyze possible risks.
  • Evaluate the gravity of each risk by considering its potential hazard and consequences.
  • Audit processes and procedures.
  • Develop risk management controls and systems.
  • Design processes to eliminate or mitigate potential risks and present results to management.
  • Create contingency plans to manage crises.
  • Track assessments, risks, monitoring, and compliance with laws, policies, and regulations.
  • Maintain compliance with FTA, EPA, OSHA, DOT, and DOL laws and regulations.
  • Stay abreast of changes and trends with respect to related compliance laws and regulations.
  • Comply with company policies and procedures. Address changes if needed.
  • Assist when needed to retrieve the video images from buses and Tulsa Transit facilities via internet and/or the removal of electronic hard drives from buses for video inspections related to transit service quality control, accident and incident investigations, disciplinary proceedings, security violations, etc.
  • Review videos for violations of company policies and procedures and notify management immediately of any violations.
  • Catalogue and maintain videos in a secure location. Maintain all videos that were retrieved due to an accident, incident, liability claim, or lawsuit.
  • Operate company vehicle in a safe manner and maintain a clear Motor Vehicle Record.
  • Schedule, coordinate, and work with employees to ensure the camera systems function properly.
  • Maintain confidentiality of, including, but not limited to, all employee incidents, accidents, video inspections, and any resulting employee disciplinary actions.


  • Assist the Training/Safety Manager with accident/incident investigations and safety-related duties.
  • Must be available on evenings and/or weekends, as needed, or work a different shift outside normal working hours.
  • Must be available to attend training on or offsite.
  • Must report to work on a regular and timely basis.
  • Perform other incidental duties as may be assigned.

Requirements: *
Knowledge – Knowledge of the City of Tulsa is preferred. Must be able to work without direct supervision. Must be able to work well with others. Must be proactive in identifying risks, hazards, and have the knowledge and ability to determine and create viable solutions. Being able to start and complete projects on time is required. Associate’s degree preferred in work-related area. Experience may be considered in lieu of advanced education. Excellent oral and written communication skills are required. Excellent computer skills required. Knowledge of Microsoft Word, Excel, and PowerPoint is required. Working knowledge of local, state, and federal safety regulations is preferred. Training experience is preferred. “B” Commercial Driver’s License (CDL) with passenger and air brake endorsement is required. If not, it must be acquired within 12 months of hire date.

Mental Effort*_ – Requires ability to handle numerous activities at one time. Ability to understand and interpret local, state, and federal regulations is essential. Must have the ability to interact in a positive manner with all employees, customers, vendors, and the public.

Physical*_ – Must be able to pass a DOT physical examination and perform various physical activities that include walking, standing, kneeling and bending with no impairment in movement of head and eyes. However, there are extended periods of sitting in the course of a normal workday. Requires the ability to withstand exposure to negative surroundings, such as uncomfortable weather conditions, dust, and engine fumes. May be required to lift or push 50 pounds. Requires ability to perform hand-over-hand method of steering vehicles and be able to grip a steering wheel.

Audible/Visual Demands*_ – Requires ability to hear telephone and directions given and visually perform essential functions for satisfactory job performance including the operation of Tulsa Transit vehicles. Ability to view visual display terminal for extended periods of time.

Miscellaneous_* – Must be willing to work evenings and weekends and travel to meetings or seminars when necessary. Must be safety conscious and avoid accidents if possible.
