The Executive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts.

EOTSS is looking to hire an experienced leader to serve as the Director of the Bureau of Geographic Information (MassGIS) to oversee our project teams, engage with agency partners and stakeholders to improve the availability, quality, and accuracy of enterprise level geospatial information, and further develop the Commonwealth’s GIS programs and strategies. The MassGIS Director must be an effective manager with extensive GIS background and demonstrated success leading cross-functional teams of GIS specialists, coordinators, technicians, and programmers to deliver both small and large-scale projects on-time and on-budget The incumbent is a team-oriented leader capable of working collaboratively with business leaders to address their geospatial information needs. The incumbent is also a strategic thinker who improve the functionality and value of the Commonwealth’s enterprise GIS assets.

The primary work location for this role will be at One Ashburton Place, Boston, Massachusetts 02108. The work schedule for this position is Monday thru Friday, 9AM to 5PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

All offers of employment into this position are conditional and subject to passing: a Massachusetts Criminal Background Check (CORI); a security clearance (fingerprinting) consistent with IRS and/or public safety requirements; and security training.

Responsibilities:

  • Manage the day-to-day operations of MassGIS, including the team, programs, projects and tasks.
  • Manage the geospatial activities of the office, including developing, maintaining, and distributing the Massachusetts Spatial Data Infrastructure (MSDI)and the other state spatial data
  • Ensure public access to the Commonwealth’s GIS data via on-line data catalog, map viewer application and industry-standard web mapping service APIs.
  • serve as the principal state point of contact and representative to federal agencies and national organizations concerning GIS issues of statewide importance
  • Provide outreach, needs assessment, and technical guidance on GIS to state, regional, and local government.
  • Develop specifications for data, map service, application development, and geospatial analysis projects, including establishing and implementing data standards and best practices and initiating and coordinating governance activities and best practices for geospatial data and services across the executive branch.
  • Develop and maintain relationships with key GIS stakeholders, businesses and consumers of GIS data and products.
  • Provide strategic guidance to EOTSS Secretary and Assistant Secretary
  • Manage department-level budget and identify funding opportunities to support on-going operations and projects.
  • Set strategic technology direction, priorities and goals for the department

Preferred knowledge, Skills, and Abilities:

  • Minimum of 7 years of professional experience in managing GIS programs at the state and regional level. Experience in a government setting; demonstrated interest in public policy or administration as it pertains to GIS and data analysis is preferred.
  • 3 years of proven experience leading a GIS department with a small to medium sized technical team and able to plan and effectively implement complex GIS projects, while identify needed resources, realistically set short and long-term objectives, and achieving them.
  • Proficient in GIS data development practices and procedures
  • Experience with database management software, including experience with industry standard (OGC) web mapping services in a multi-user environment.
  • Excellent written and oral communication skills, including the ability to make concise presentations to a variety of audiences.
  • Significant knowledge of and experience with geospatial policy issues, awareness of state and national geospatial programs, governance of multi-participant enterprise data projects, and trends in geographic information systems and related technologies
  • Experience managing budgets and procurements
  • Knowledge of the principles of relational database design.
  • Familiarity with how aerial imagery is acquired and, with survey control, aircraft orientation parameters, and an elevation model, used to create a map (orthoimage).
  • Understanding of the capabilities and limitations of computer processing.
  • Familiarity with geographic projections, datums, and coordinate systems.
  • Familiarity with Open Geospatial Consortium standards for web mapping services.
  • Familiarity with GIS metadata best practices.
  • Familiarity with concepts and terminology of cloud computing.

Education and Certification(s):

  • Bachelor’s degree from an accredited college or university with a major preferably in Geography, Geographic Information systems or related degree/certification. Master’s Degree preferred.
  • GISP Preferred (GIS Certification Institute – GISCI certification) desirable, but not required.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
