CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 70.4, or 52.6 of the Civil Service Law.

70.4 Transfer: Candidates must have one year of permanent competitive or 55b/c service at the Grade 11 or above AND possession of a bachelor’s degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists.

PCO Candidates: Individuals with a score of 100 or above on the Professional Career Opportunities (PCO) eligible list are encouraged to apply.

Successful completion of a two-year traineeship leads to appointment as a Human Resources Specialist 1, SG-18.

GENERAL PUBLIC CANDIDATES:
Individuals who possess a bachelor’s degree or higher AND have 55b/c eligibility are encouraged to apply. If applying using your 55b/c status, please provide a copy of your current 55b/c eligibility letter.

Successful completion of two-year traineeship leads to appointment as a Human Resources Specialist 1, SG-18.

Duties Description
OGS is seeking to hire multiple Human Resources Specialists in a variety of specialties which will be responsible for a wide range of activities in accordance with Civil Service Law, Rules and Regulations, policies, and procedures for OGS and its hosted agencies. The various duties may include the following:

Classification and Recruitment:
Duties include researching, planning, and preparing classification requests and personnel transactions, advising employees regarding advancement options, participating in examination planning and development activities, and providing guidance and assistance to business units regarding recruitment, appointment, promotion, transfer, status, and/or salary of employees.

HR Analytics:
Compile, track, and analyze performance measure data. Work closely with Human Resources Management staff to identify and develop solutions for streamlining business processes, data tracking mechanisms, and other reporting functions for key performance indicators.

All positions must:

  • Efficiently utilize program databases, applications, and Microsoft Office Suite.
  • Interact with customers and colleagues in a courteous and professional manner.
  • Create, organize, and maintain office files.
  • Perform tasks in an efficient, timely, and safe manner.
  • Perform other duties and special projects as required.
  • Preferred experience in Microsoft Office Suite and Adobe.
